Internet Corporation for Assigned Names and Numbers [ICANN] is a nonprofit corporation founded in 1998 to take over operations of the Internet from the United States government. ICANN's primary job is to manage and control the Domain Name System [DNS] that forms the core foundation of the Internet. ICANN is also responsible for the technical operations of the Internet, the creation of innovative ideas for the Internet, and also provides stability to the operations of the Internet. ICANN's governance and control of the Internet has been a controversial issue primarily due to the United States' influence on ICANN and how it influences decisions made by ICANN. An example of this is the decision made by ICANN on the .xxx domain name. This decision is believed to have been heavily influenced by the US government. The question now is, “Should ICANN continue to govern and control the Internet?” In this essay I will examine what articles in the popular press that include newspaper articles and magazine articles say about this issue. Additionally, I will discuss the perspective of scholarly articles including university press journals and books on this issue. Byron Holland, the president and CEO of the Canadian Internet Registration Authority who wrote a popular op-ed in the Globe and Mail newspaper, believes the Internet should be left as it currently is. ICANN is doing a good job compared to what any other country or organization could do if it took over Internet affairs (Netherlands, para. 8).
