This bill will establish a more stringent background check law that will primarily focus on the ability of teenagers, criminals, and the mentally ill to purchase guns. It also increases the standard that limits the population eligible to own a gun. Congress finds and declares that gun control laws in the United States have little effect and allow citizens to carry their own weapons, which has made the United States the most violent country in the world. Gun violence has been a serious problem especially in the city of Oakland, California. Residents in some areas do not dare leave their homes after dark because they are afraid of being another victim in firefights. In places like Boston and Minneapolis, more than 50 percent of gun crimes are committed by youth around age 18. Furthermore, the lack of background checks on people with mental health issues results in the loss of many innocent lives. Recently, Congress has allowed state law to dominate gun reinstatement for felons. Since many of them want to reinstate their guns soon after parole, the state government has become slack in the process. Some criminals return to their old habits of committing crimes when they reaffirm the rightness of the gun. Nowadays, gun control laws are not strict enough to ensure the safety of US citizens and consist of loopholes that allow those who do not qualify to own a gun to get their hands on a gun. To decrease violence, a more rigorous background check system must be established to limit people's ability to own firearms and to close those gaps. Oakland tops the list of the most dangerous cities in California and considered the most violent city in the entire state. .
