Having everything that is typical of an upper-middle class residence, this room symbolizes the type of citizens tired and afraid of M's reign of terror. Having organized the meeting of the mobsters in this room, Lang emphasizes the idea of the majority silent and scared Berliner who will accept any course of action just to make sure their children are safe and their normal life continues, before M started kidnapping children. The cigar smoke filling the room is symbolic of the haziness and gray area that such a situation presents. Some might stop to ask, “Is this right? Are we doing the right thing by releasing the crowd on M? or “If I were a criminal, would I want due process and a fair investigation and trial?” By taking matters into their own hands, the mob and people essentially submit to fear and thus usurp due process of law. By having the mobsters in the room, the citizens agree that the ends are justified by the means and demonstrate that they have lost complete and total trust in the police to support their children
