Clemency means that without the fear of death approaching, a criminal would never repent of his crimes or attempt to find new life in Christ. Executive clemency allowed criminals to change their state of mind and return to society as a new person. This only happens when clemency power changes hands from county to state and religion loses its power within state penitentiaries. Society no longer has a lenient role, but these decisions are implemented behind doors that normal citizens cannot pass through. Clemency no longer has the power it once had and is almost non-existent
