An officer may only use deadly force under five circumstances. The five circumstances are these: self-defense, defense of others, prevention of theft by use of nuclear weapons or explosives, special nuclear devices, and prevention of a suspect's escape, but only if the officer has reasonable grounds to believe that the suspect has committed the crimes listed above. 69% of victims of police brutality in the United States who are African American/Black were suspected of a nonviolent crime and were unarmed.
