Response Document Reaction to “America's Reputation for Fair Play”: VictorRaul Haya de la Torre and the Federal Bureau of NarcoticsVictor de la Haya once upon a time he was a famous Peruvian politician. He is remembered primarily as a supporter of democracy and workers' rights in Peru. Haya was often seen as a great political reformer, who tried with all his might to change the way the country was governed. In 1923, Haya is best known for founding APRA (Alianza Popular Revolucionaria Americana). His political career is peppered with bad times when the Peruvian government and its neighboring allies turned against him. One of these times he was forced to seek asylum at the Colombian embassy in Lima, Peru for over 5 years. Victor de la Haya attracted a lot of attention to himself because of his strong and outspoken opinions. As a result he gained a large number of respectable followers and friends who supported his reform. But he also had as many enemies as friends, enemies who collaborated with Peruvian officials to have him arrested on charges and charges not related to politics, but perhaps the result of his political alliances (Encyclopædia Britannica, 2011). The arrest of Eduardo Balarezo by the Federal Bureau of Narcotics in 1949 comes into question. Balarezo was a major drug lord in Latin America. He has been credited as the single major distributor of narcotics, particularly cocaine and heroin, in the United States. He had a structured organization known as the “Balarezo gang” that had created cells in the northeastern part of the United States, more precisely in New York (Gootenberg, 2011). Harry Anslinger, the director of the Federal Bureau of Narcotics, was on a mission to crack down on…half the paper…across Latin America.
