The problem that occurs many times is that laws are enacted, but no training takes place or there is not enough case law regarding the new law to ensure that all aspects of the law are followed. As Terry (2010) tells us, over 97% of respondents knew their districts had such a policy and had received information or training regarding the policy from their school district. However, when asked, “Do you believe the Safe School Climate Act (June 2006) puts the necessary pressure on schools and school districts to ensure that public school students feel free from harassment, intimidation, and bullying?” a clear majority (63%) answered “no” or “I don't know”. (p. 97) This study was conducted with teachers in South Carolina. With this in mind, it is understood that even if legislation is enacted, training and help must still be provided to ensure that bullying is stopped. If there is no training not only of teachers, but also of students, it cannot be assumed that changes or differences will occur
