Overall, the story raises questions: Is the future fixed and immutable, or can free will create an alternative future/reality? Can free will still exist if the future is known in advance? The fact that there are three precog reports suggests three alternative futures, thus the existence of different time paths, all existing at the same time. Dick suggests that all time paths intertwine at some point, and that the existence of an infinite number of time paths implies that something can be done to create a better future from the precogs' predictions. This is proven by the fact that the Pre-Crime Division is able to stop crimes before they even happen. This main theme also derives from the paradox raised by Witwer: the pre-crime division arrests individuals who have not broken any laws. Anderton defends precrime by stating that these individuals will eventually commit the crime and their arrest does not change the fact that they would have committed a crime. This, therefore, presents the idea that the future is rigid and whatever path someone takes will lead to exactly one specific moment that cannot be avoided.
