Since managers are busy and a year has passed since the last performance evaluation, the manager needs to talk about the past year in terms of behavior and work performance. It's easy to forget things that happened a while ago and only remember current problems that have occurred in the last couple of weeks. This causes the feedback to be generalized because the manager cannot remember the details of each situation. This prevents bad performers from improving and makes great employees resentful because the manager can't remember concrete details that could help them progress.
