Pandemics create fear in a society leading to discrimination, isolation and loss of freedom due to strict government public health policies. Pandemics cause those affected by the disease to be treated as outcasts. People are afraid of the economic impact and the health of their loved ones. Governments fear for public safety, so they increase surveillance, control and impose quarantines, which results in a loss of independence. Government officials uproot families due to quarantine requirements, which cause panic and have psychological impacts. The Spanish flu caused many tragedies, exterminating families and leaving widows and orphans. Bodies piled up in funeral homes; which lead some people to dig graves for their family members. In some communities, daily life came to a halt because people were afraid to even go out. Since this pandemic occurred during World War I, many people suspected that it was a form of germ warfare produced by the virus
