I recommend not funding the proposal to develop and make public the "DDHG-DisHarmony" web database system based on the LPA's "Deadbeats Database" model without address some minor technical and serious ethical issues. Although the suggested model is technically adequate to achieve its purposes, due to the nature of the information to be presented, I consider it insufficient in its implementation. Ethically, there is a risk of serious violations of privacy and confidentiality that should be taken into consideration. Additionally, the site's atmosphere can easily degenerate into antagonism and negativity without proper moderation. I will describe each of these issues in detail and offer suggestions for their mitigation. From my limited access review of the "Deadbeat Database" example, I agree with the site's simple form layout. Technically, this is more than adequate for capturing and displaying the desired information about each individual. My concerns stem from the implementation of granting database access. There is no clear evidence that a paying subscriber is actually an owner. In fact, it seems that anyone willing to pay the subscription fee to the site can access the information it contains. In the proposed "DisHarmony" site, I would recommend some form of verification of the user's actual "eHarmony" membership, if such was possible. I anticipate that potential users of the "DisHarmony" site would desire such assurance against potential abuse and misuse. I would also recommend not making the information available to the public, as this could constitute a violation of an individual's privacy and disclosure of confidential data. While the exact information to be presented on "DisHarmony" is found...... in the middle of the sheet. .....we recommend that posts on the "DisHarmony" site are read and approved by the site's moderators before becoming available to the rest of the site's users. Objectivity can also be maintained by carefully selecting the responses available to the user and eliminating an unlimited "comments" section. There are several means that could be used to help ensure the success of the "DisHarmony" proposal and address any technical issues, ethical and social concerns. These include implementing the site's design in a professional and confident manner, marketing the site selectively and in a positive light, ensuring the safety and health of members by maintaining privacy and confidential information, and providing an objective and moderated so that each user can make an impartial decision regarding his future interaction with other members of "eHarmony"..
