There are many concerns that teachers have regarding rules and regulations in education. Depending on teachers' areas of interest, they may be concerned about the development of special education; if their primary focus is athletics, they worry about passing/play; If a teacher heads an organization that needs extra funds, he or she is concerned about new fundraising rules that view lotteries as gambling. All in all, they all have legitimate concerns. The new teacher evaluation system, however, seems to be the most relevant and urgent concern. The new state evaluation system was a response to administrators who produced “superficial and capricious teacher evaluation systems that often do not even directly address the quality of education.” , much less measure student learning” (Toch, 2008). Too often, the “good guy” attitude would ensure that mediocre educators remain employed. Realizing that this was often more the rule than the exception, the governor created educational mandates to focus “on supporting and training effective teachers to drive student achievement” (Marzano Center, 2013).
