The first article selected is "A Comparative Study of Regional Planning in Great Britain and the Netherlands", written by Ashok K. Dutt in 1970. He believes that the organic integrations of cities are over and that the era of more integrated and global planning has begun. Within the process of developing comprehensive regional planning, he places emphasis on the two national systems (Dutt, 1970). The logic of the comparison lies in the need for a more coordinated and global regional perspective. He argues that the UK and the Netherlands are the pioneers of regional planning systems. Therefore, the author takes these two examples and compares them to draw an inference about the development of the regional planning ideal and deduce the principles of its systems (Dutt, 1970). Dutt (1970) structures the theoretical framework through some definitions, which are relatively new and not well combined with the urban planning literature of those years. First, it makes a simple argument about the definitions of region, planning, globality and coordination; and subsequently, it basically compares the Netherlands with reference to the British regional planning system (Dutt, 1970). The research method begins by examining the basic evolution of the Town and Country Planning act of Britain. Dutt (1970) defines levels of administrative structures and explains how subdivisions of planning actors work together.
